How to get from Shkoder to Theth by car?
A basic rental car in Albania costs at least 20-25 euros per day. More in July/August due to the tourist season.
That being said, for safety reasons, it is better to go with the local bus or hire a 4 wheel drive taxi to go to Theth. Because local drivers from Shkoder know the terrain well and they know how to handle the road to Theth.
The mountain road to Theth is a one-lane asphalted road leading high into the mountains. So there is a one-lane road for both directions of traffic. Due to the one-lane road, it can be challenging to drive to Theth, especially when you meet traffic from the other direction.
When you meet a driver from the opposite direction, you need to get off the road at the top of a cliff to let other drivers pass. Which can be quite scary, because it is so high in the mountains and there is little space alongside the road. That is why I recommend hiring a local driver for safety reasons.

You can go from Shkoder to Theth for a day trip. It takes approximately 2 hours to get from Shkoder to Theth over the mountain road. However, you may regret not spending a night in Theth, because it is a very beautiful mountain village.
It is always a good idea to go to Theth in the early morning, so that you have enough time to go hiking in the daylight upon arrival. So you could take the 7AM bus from Shkoder to Theth or hire a taxi driver to pick you up at 7AM.

From the trailhead, it is a 1 hour hike to the Blue Eye of Theth. Of course, you would want to spend 30-60 minutes at the Blue Eye of Theth taking in the beauty. Before hiking back another 1 hour to the trailhead/parking area.
You could do this trip in 1 x day, if you hire a 4 wheel drive, as it will speed up getting to the trailhead and back to the village. You may even be able to hike to the Grunas Waterfall as well if you hire a driver who can bring you to the trailhead for the waterfall after visiting the Blue Eye Spring.
That being said, you might regret not having some extra time to enjoy Theth. The beauty of Theth is that it is a mountain village far away from busy city life and rush. And to enjoy this, you need time to sit down, relax and take in the beauty. And you need some time to take a lazy stroll around the village and see the rural life. Is Theth worth visiting?
Theth is worth visiting if you enjoy nature, mountains and you like hiking. Theth is a hiking destination first and foremost. Many of the sightseeing spots in Theth can only be reached if you are going to hike, so hiking needs to be something you enjoy doing.
I personally really enjoy visiting Theth. The Theth village is a small village, where you can see the local rural life. It is lovely to just stroll around the village on a summer evening and look up at the high mountains surrounding the village.
In the village, you can also visit the Lock-in Tower of Theth. In the past, the mountain areas followed a local mountain law / set of rules. And the Lock-in Tower was used to resolve disputes between families in the mountains, involving damages and blood-feuds. Very interesting to hear some of the local history.
From the Theth village, you can visit the Blue Eye of Theth, the Grunas Waterfall or hike across the Valbona Pass to Valbona. The Blue Eye of Theth and the Grunas Waterfall can be visited faster, if you hire a local 4 wheel drive taxi to bring you to the trailheads. But both destinations require you to hike to get to the spring or waterfall.
It is worth it though! The Blue Eye of Theth is a wonderful waterhole surrounded by lush nature! And the waterfall is stunning too. Very picturesque. And it is such a relaxing feeling to hear the sound of water in nature.
